I see some cosmetics like Jakes bun hairstyle but nowhere to be found, are those just a one time thing for people playing the game at one point and no one else can get them afterwards?

Only when you went to conventions around the globe where DbD had a booth.

The Jakebun might be part of one of the old cosmetic sets, like the charity pack or something like that.

Jake's bun hairstyle is part of the Headcase DLC which is still available.

The unobtainable Jake ones is Sharp Mustache (bundled with Dweard) and Daddy Jake which you can still get from people who have codes (mmorpg used to do a ton of code giveaways). Can usually be found on ebay for a ridiculously marked up price.
