Decisive Strike/Borrowed Time and More Gen regression should be basekit

I think its time to remove the most frustrating part of the game for both sides.

Survivors should have some built in anti-tunnel perks so they aren't forced to run them every game, and Killers should have some built in gen regression (maybe just a buff to default regression speed).

This would made it significantly harder for killers to tunnel 1 poor survivor, but also remove the ability for survivors to just laser beam through all the generators in 4 minutes against weak killers.

    That won't happen.

    Every meta perk needs to be gutted and then we need to look at the base-game mechanics.

    Power creep has made any perk that can even sniff at being "meta" bonkers busted.
