What is possible regarding Nemesis?

I just had a game on Lerys and Nemesis could hit me over the counter by the exit and over walls that would be too high for huntress or deathslinger to hit.

Is that intended and normal?

I've never played him and it just seemed strange to me. I should be pretty low on mmr as I've repeatedly died/killed myself (at least 4-5 matches in a row) so I wouldn't expect to be anywhere near any difficult "rank".
