From the impression I got from the Q&A it has something to do with legal issues.
I'm saying this because if a company says they can't say anything about a situation that's usually why.
Contracts are a very fickle thing and if you break them or don't follow them correctly it can lead to a lot of trouble.
Or it could be the fact that the rights are coming close to reverting back to Clive Barker and something new needs to be worked out

Yep. That's the general consensus on the forums. Has been since the Chapter released honestly, because the Patch Notes specified it was a 'Changes From PTB' and not a 'Known Issue', which told us two things. A, it wasn't a bug, and B, they weren't coming back.
License issues were the most obvious culprit.
