This seems completely pointless to me, because when you are controlling victor, he does not emit a terror radius and neither does charlotte, therefore the oblivious status effect won't do anything?

I think it actually works or used to work when you controlled Charlotte and had Victor idle somewhere.
the text changed in some update without the effect actually changing.
could be that I am misremembering though. I practically never go against Twins or play them..
Possible hint at a twins rework to include AI into their kit. Honestly would fix so many problems with them that could allow them to be nerfed in a healthy way finally, while still being viable without being forced to slug.
