Raccoon City PD map - is killer body blocking hooks intentional?

The first match I've had since RPD map was reopened and the killer twice just stood in the hallway blocking survivors from getting past them to rescue persons on the hook (not swinging at would be rescuers because that would allow them to get past him, just standing there). The hallways in RPD are so narrow that the killer fills the entire hallway, blocking any attempt at rescue. Unlike other hallway maps (Lery's, the Game) it is often not a simple thing to take a different route to the hook in RPD. In the other indoor maps it is trivial to go around in a different direction. Often in RPD it is a very long distance to go around. So, wondering if this is intentional by the devs. IMHO the hallways need to be widened or more openings need to exist in order to go around a killer that is blocking a hallway.
