How strong would soldiers puttee be if it instead made huntress move at 4.6m/s when she is at half hatchets or less, instead of at zero hatchets?

Could be too strong with infantry belt. Moving 115% with hatchets would make pallets pretty hard to play for survivors
The addon is kinda weak atm imo, it needs something to make it worthy of being an ultra rare
