Fix Power Struggle's newest issue

So judging from the recent responses of the forum moderators on this subject, it would appear that the perk 'Power Struggle' now can actually backfire and make survivors waste pallets (despite the fact this makes no sense because to use it, you & the killer need to be in range of a pallet). They're suggesting this is intentional.

I'm making this thread to request that Power Struggle recieve a QOL change that prevents pallets from being dropped if they are not going to stun the killer.

Power Struggle is already a very niche and hard to use perk, the fact that this new change to pallets makes it even harder is why I think this needs to be rectified

Alternatively, please revert the 'fix to reverse pallet stunning'. Either is fine.
