Why is the availability of pallets so high?

Extreme number of pallets and pallet locations is a problem in the game. Why can a survivor hold W through one pallet and reach another pallet in time when the killer is behind them? In no world should that be possible.

    • Unregulated RNG.
    • Survivors need to win, because that's good business.

    On the game map? I assume cause there is barely any windows so instead of windows there are pallets. I don't mind it. some are annoying but a lot of them are just worthless pallets.

    If your not talking about the game map specifically, the majority of killer powers let you work around this.
