Honestly, even if you have successfully completed all 30 survivor vials there's a good reason to use the Pustula Petals as your offering. Killers have been hurting for their vials which means that they're desperate for the event hooks. By offering Pustula Petals you will see killers walking past closer hooks which will in-turn give you a greater chance of breaking free. 

TL:DR Use Pustula Petals to break free from the Killer's grasp more.

    And how do the survivors know if the killers are going to need the event hooks? Or care for that matter?

    Besides if killers are that desperate to get the special hook it makes sense for less offerings to wiggle out better, not more.

    They don't bother regardless.

    Too few my bad. For some killers yeh, other killers I see carry iron grasp and agitation anyway

    I mean if your rank is around rank 20- 8 ya killer getting desperate for hooks might allow you to break free but personally i know the wiggle meter well and i ll just pop you on a normal hook. Honestly the only time i suffer as killer in terms of killing is when a survivors lets me take them across the map to get my hooks lots of lost time instead of just putting them on a hook close by.
