So what will happen to the Stranger Things perks?
BHVR lost the license and are going to remove the Stranger Things chapter from the game, the map specifically but allowing players to keep Demogorgon, Steve, and Nancy if they owned the DLC before it’s removed in November.
My question is what happens to their perks? Do they become ‘base’ and unbound from the Killer and Survivors, able to be just obtained like Kindred and Spies From The Shadows? Or will they be time gated too, or outright removed with the map and the ability to purchase the DLC?

They'll reappear occasionally in the Shrine of Secrets, albeit with the icons and descriptions edited to remove all references to Stranger Things.
The same thing that happened with Bill's and the NOES perks before they were multi-platform.
I played on PS4 at one point though - Bill’s perks were base and could be obtained on any Survivor.
IDK what the case is now he himself is on console platforms. But if the Stranger Things perks are gonna be in the Shrine only then the people who don’t have ST oughta kiss their chance to get them sweet goodbye knowing how the Shrine behaves.
The FAQ seems to indicate that they will be available in the shrine, but I'm pretty sure I read somewhere else (might not have been an official source) that they would just become generic perks.
One thing that is certain is that they will still be available whether you purchase any ST content or not.
