In my opinion I think it's imbalanced, simply because it can remove equipment from the survivors, which is there to help the victims survive and escape, which is their objective. It's the equivalent of a killers power, as a killers power help the killer with its objective, namely kill the victims. So basically, it can strip the survivors of their "powers" - do you find that to be balanced? I don't. Furthermore, when you keep running into killers using this perk with a low level survivor, then you don't have much good equipment anyways, but when you keep losing equipment due to killers using it, then it hurts the potential progress on the blodweb through the trials after. So this maybe good to try and prevent people from dc'ing so they don't lose their precious purple flashlights, but it absolutely affects balance negatively.
In my opinion it should be changed to work differently - maybe temporarily disable the equipment rather than remove it from the survivor.
