Red Herring resets after the cooldown if you don't repair another generator

Description: Red Herring's generator is "permanently" marked as long as the survivor never tries to repair another generator.

Steps to reproduce:

1. Equip Red Herring.
2. Repair one generator for 3 seconds.
3. Enter a locker.
4. Wait out the cooldown without repairing another generator, but outside the locker.
5. Red Herring should mark the generator again once the cooldown expires, and entering a locker again will trigger the perk.

How often does this occur: Always, as far as I could tell.
