Yes, the chase mechanics, perks and just about everything in the game favours the survivors. Nurse, Hillbilly and Huntress are considered the only good killers because they're the only killers with good chasing potential and the ability to negate or minimize pallets. If the killer can't hook people in good time, he loses, and most killers can't hook people in good time because most pallets are safe zones.
