Because if you weren't here for the event, you're screwed out of getting an achievement.
That's not a new concept, there are A LOT of games that have achievements that are time sensitive.
Doesn't make them good achievements.
Maybe, they can do one for reaching 100% on a Rift/Tome because at least those actually are around all the time, and you can play old challenges.
