Is it just me or can Nemesis not spank survivors dropping down the Pig vat in The Game?

What's up with this? Nemesis can whip you through shattered windows, above trucks and a couple of other cheeky spots if the Tentacle RNG hitbox god decides to favor you, but for some reason he is physically incapable of reaching past a crotch-height railing?

It feels like there's an invisible wall protecting the survivors or something.

For clarification, I'm talking about when the survivors vault and you just chill on the stairs.

    I'm pretty sure Nemesis' tentacle can't go over gaps. Part of the Punishment of the Damned code they forgot to remove, I guess.

    I’m pretty sure Nemesis can hit over gaps btw. There’s definitely a level to the whip as survivors can crouch behind certain objects to avoid hits.
