Exhaustion perks should be held to the same standard as other survivor perks.
Okay, lets look at the more reasonable survivor perks that give you an extra chance.
- Adrenaline
- +1 Health State
- Lots of Distance
- Once per trial
- Requires you to effectively earn a win with three perks
- Decisive Strike
- +1 effective hook state
- Only works if you're tunneled
- You can't progress the game without forfeiting the perk
- Unbreakable
- +1 effective hook state
- Enables recovery from game-losing slugs
- Only works if the killer slugs
There are a lot of others, but if you look through most of them you'll see a pattern.
Most of them have one of a few extenuating circumstances that make them potentially good, but not ubiquitously overpowered.
Maybe they're niche and only seldom gives value (DS, Unbreakable), maybe they reward you for a baseline outplay that they don't help you make (Smash Hit, Head On), maybe the conditions are hard enough that it's not always worth using (Mettle of Man, For the People), or maybe it just has direct counterplay if the killer knows about it (Flashbang).
If I see a survivor zooming away after triggering Smash Hit or Head On, I can 100% respect that. They got an outplay fair and square, and they get a reward for it.
If I see somebody....
- Pressing E to erase a mistake
- Popping SB to make bad positioning virtually impossible
- Standing on top of a hill with Balanced Landing and waving me over
- Using Lithe to hold W like it's a SB they don't need to save
...that's just disgusting.
Other extra life perks require the killer to walk into it or require you to make an outplay. These just... don't.

This is why I use blood echo or mindbreaker on most my killers.
I'm starting to wonder what percentage of the forums is trolls. Feels like we're breaking the 50% mark these days.
That's never going to go down well with this community. Exhaustion is just too ingrained. Personally, I'd prefer for a slight rework that makes Sprint Burst a basic mechanic, and all other exhaustion perks change how it works (Lithe makes it only work on vaults, Dead Hard turns it into a small burst on-command, etc.) Then they can rebalance chases around basekit Exhaustion and people can stop pretending that it's necessary like slowdown perks on killer (it's not, it's just stupidly strong).
You shouldn't be forced to dedicate 25% of your loadout to halfway countering perks they may or may not be running.

It only works well if you're tunneled.
You can force it to work when you're not being tunneled, but that would mean you spent 60 seconds chasing the killer and jumping in lockers instead of healing or doing gens, and they can still slug you.
It's still good, but it's no longer just a bullshit 60 second invuln with no downsides.
If you read it then we wouldn't be having this conversation, because I clearly stated that chases would have to be rebalanced, which doesn't require specifics of such rebalancing to be included but should prevent comments such as yours. If you want details, I'm sure you have some good ideas that can fill in the blank.
