Questions regarding the new expansion packs

So apparently, survivor and killer expansion packs came out on Steam. They consist of every single non-licensed character (depending on the pack) that aren't included in the base game, and an exclusive charm. I have two questions regarding them:

  1. Will they give the owners of it the rest of the DLC characters when they release?
  2. Do they contain the exclusive cosmetics you get from buying particular DLCs?
