What is the reason Killers can't finish level 3 of the tome unless they do Mastery challenges?

The only ways to finish are Macmillan's Mastery (win with 3 useless perks) or Spring the Trap (trap 4 survivors), both very unlikely against red rank survivors.

    I got both in my second game in Red Ranks. The MacMillans Mastery is the easier one, played Doctor with double Calm Add-Ons and Devour as 4th Perk on Midwich. Worked for me.

    So its not like they are super-hard... Even tho, I was probably lucky with the Trapper-Challenge being done in only two games.
