Remove the Level Requirements for Perk Slots

This change is for both Survivors and Killers, and the way it currently is cannot possibly be justified in this current state of the game. The change is simple:

Remove level requirements for Perk Slots.

The current way perk slots are handled is completely archaic and ruins the fun of people just starting out in the game; you would want to foster more players, not drive them away from the game because it's unnecessarily grindy to even gain Perk slots and thus they aren't really given much of a chance.

This removal of level requirements would foster more players and more playtime among those players since now they actually feel like they have a chance instead of just being dumped in expecting to just grind away.

This would also allow Survivors and Killers to actually be able to use their three given perks, which is currently restricted with the current system.

There's a game that actually did this because one of the major complaints was that it was far too grindy and things were just not fun for either side. This game was Resident Evil: Resistance. Yes, it did many things wrong, but removing the level restrictions to their equipment slots (effectively the perk slots) was a really amazing change that I actually hope makes its way to Dead by Daylight.

You want to make the game fun, not make people feel frustrated because they can't really do anything with their starting skillset.
