Eruption: gens should still be able to be “prepared” (highlighted in yellow) during its cooldown.

It’s going to get trickier, and trickier implementing new gen perks going forward whereby the devs can avoid oppressive stacking.
In theory (emphasis on theory) I can see how stacking Surge, Oppression, PGTW, and Eruption can be problematic, and survivors can’t remove them from the game like they can a hex.
This said though, to not be able to highlight/prepare gens until AFTER the cool down elapses is way too much of a restriction. It’s highly likely that in most scenarios, at best, maybe 1 or 2 gens were kicked before the next down occurs, and then the perk is on cool down again BEFORE any further gens can get prepared before the perk’s next activation, giving the perk user very little value from Eruption.
Either reduce the cool down, or allow “preparing” of gens during the cool down, only prohibiting the “activation” of those prepared gens until the cool down elapses.

Just remove the cooldown. Why cooldown on a gen perk that has minimal effect and needs set up? It's the same as the cooldown on Thrilling Tremors, just why? TT already has a decent requirement, down and pick up a survivor, for minimal effect so why add a cooldown to that? 16 seconds is nothing in DbD for both sides but for contrary reasons, 16 seconds for killer is not pressure and 16 seconds for Survivors is no problem.
It needs a cooldown because of the potential for oppressive stacking with other gen perks like I previously mentioned.
As I said, adding more gen defence perks will be trickier now and in the future because the devs need to balance around players stacking them.
Surge doesn't stack with anything and neither will Opression and Eruption stack. Opression activates everytime you kick a gen and Eurption only works after kick gens and downing someone, you will have Opression on cooldown while you're trying to make Eurption work.
They certainly can stack if the right conditions are met, and the survivors make innocent mistakes. Anyway, that build was purely for example purposes for how power creep could occur.
