Why does BHVR never show the cosmetics of new characters?

When new characters are announced and are playable during the PTB there are always no cosmetics until the content goes live. Why is that and why don't they show the cosmetics in the trailer or something? I just want to see if the Resident Evil characters have any cosmetics.

    i think we got a hint the re are gonna get many legendary skins from the simple fact, legendary skins now change character in potrait, and now says lever 50 lisa instead of level 50 cheryl, so i think were gonna get, chris, claire, sheva, that one annoying girl from re4, and a bunch more, MANY more

    Because they are still in development? It's just the PTB. Not everything is finished yet.
