Pyramid Head's punishment of the damned comes out at random timings

When unleashing punishment of the damned there is usually a small delay before the wave itself appears and stars damaging survivors. I have noticed that it happenes at almost random timings, starting off on what feels like 0.15 seconds to an unbearable half a second. You unleash punishment and for a solid moment just stand there in the animation waiting for something to happen. I'm not sure how to reproduce this but it's been bugging me for a long time. My ping is a solid 48 with a very stable LAN connection if you're wondering. Any PPHead mains that can back this up?
