Is Breakout bugged?

I've been seeing Breakout in matches a lot recently, and twice now the survivor has wiggled free even when I picked them up 8m from a hook and only swung at survivors two or three times while using Iron Grasp and Agitation.

Is the perk unintentionally stacking? Is it stronger than it should be? Was it shadow-buffed?

My bigger question is: if ALL 3 of the survivors are in my face swarming me as I pick up the first survivor I downed within the first minute of the match, then WHO is doing gens?? How are 3 gens already done?

Nah it's a new survivor perk called "just apply pressure"

Causes 1/2/3 gens to repair themselves automatically

smh you didnt meantion that it also makes flashlight 50% more efficient for clicking
