I don't think it is possible to balance SWF, only the actual game itself
The reason I don't think it is ever going to be possible to balance SWF (without bringing major changes to the game at least) is because you can never stop people from using voice chat.
The game is designed to play with your friends, but not with voice chat. That's what informational perks such as bond, empathy, or kindred are for. However, you don't need this if you are using voice chat.
Survivors using voice chat can say simple things like "he's on me" or "anyone doing a gen rn" and immediately gather information that would otherwise be nearly impossible to know.
This works especially well against trapper and hag.
I would consider voice chat to be unfair. It doesn't mean games against 4-man SWF groups are hopeless, but they can be depending on the killer, killer perks, map, etc.
The reason survivors are able to out-perform killers to the point where they feel helpless is because of map design and other balancing issues (however, that does not mean the survivors are bad, in fact they must be very good if they can do that). The fact that this happens shows that there are clearly balancing issues still in the game (if that wasn't already obvious). The reason they can loop you for so long is because the game allows it, take shack for example.
If played perfectly, the shack can completely shut down any killer who isn't nurse or spirit. The scary part is, it isn't even that hard to play around shack... I could make a simple guide to show just how easy it is, but that is just one tile survivors can learn to play around.
If a good SBM or MMR system ever makes it into the game and works, then the devs will have to start redesigning maps or else even more people will be discouraged from playing killer at high ranks since they are always going against survivors. At a certain point, weaker killers will just not be viable if a good SBM system came out.
