Grind/perks/perk tiers
There are way too many perks in this game. Every year 24 more are added. Grind needs to be reduced somehow, so here is a proposition:
Add 2 levels of challenges for each perk, which will allow us to level perks to tier 3. A set of challenges to level a perk from tier 1 to tier 2 and another set of challenges to get it from tier 2 to tier 3. For example:
Bbq and chilli tier 2 challenge - hook 4 different survivors per game at least once. Do it 5 times; tier 3 - hook 4 different survivors per game at least twice. Do it 5 times
Borrowed time tier 2 challenge - unhook a survivor while inside killers terror radius 15 times; tier 3 challenge - unhook a survivor inside killers terror radius and take a protection hit for him 6 times.
You do not need to start/pause any challenges. The game will automatically track progress when you have perks equiped and meet the requirements.
Perks that have been leveled to tier 2 or 3 will now appear in bloodwed at those tiers instead of tier 1.
Give players 6-10 tokens per devotion level. A single token will allow for instant leveling of any perk. (Just don't put them in the store)
If you acquire a perk at tier 1 then level it up to tier 3, it wil appear at tier 3 in all bloodwebs from now on
Leveling a perk does not change tiers for already acquired perks on a character, you'd still have to get tier 3 from bloodwed, but you skip tier 2 if you have it leveled to tier 3. For example:
You are playing Leatherface for the first time who already comes with 3 teachables at tier 1. You keep playing him until you level bbq to tier 3, the next time it will appear in his bloodweb it will be at tier 3 instead of 2 and it will appear at tier 3 for all the other killers instead of tier 1.
For anybody who doesn't want to grind the perk challenges nothing will change, except they'll be able to skip tear for leveled perks

I like your idea a lot, it's interesting - adding more to do in the game for a benefit, while also keeping it balanced. But, it does add complexity.
Ultimately, though, as many have said in the past, the solution that scales best overtime is just removing the tiers altogether, even though it is more boring.
