Does Clown get his speed buff when carrying a survivor? If so, why? I don't think allowing him to have a free agitation is fair to other killers or to the survivors. When he picks up a survivor it should block him from getting that haste effect or perhaps give the survivor a haste effect for their wiggle timer to counter the free agitation.

    It's agitation for 5 seconds. The speed boost could allow the clown to reach a hook he wouldn't normally be able to reach, but that's not going to matter most of the time and the gained time from doing so is pretty minor.
