No but some perks affect the obsession. For some you need to hit the obsession, for others you must ignore the obsession etc.
No. There is functionally zero difference between the Obsession and other survivors unless the killer is using an Obsession perk, those being Save The Best For Last, Play with your Food, Dying Light, Remember Me, Rancor, Dark Devotion, Furtive Chase, Nemesis, and Dead Man's Switch. All of these perks with the exception of Remember Me reward a playstyle of allowing the Obsession to remain in the trial (though Dead Man's Switch does incentivise hooking the Obsession, it wants them alive for more DMS procs and not dead).

The Obsession icon is a good indicator of what perks are being run (if you're playing killer). If you are running no Obsession perks and the Obsession icon is present, then you know for a fact that at least 1 survivor has an Obsession-based perk (which 95% of the time is going to be Decisive Strike). From the survivor side, if you aren't the Obsession, you can see if the Obsession is in a chase because the Entity's little tentacle things light up and wiggle a little bit. Other than those small bits of information, it practically means nothing. If you are the Obsession though, you get a small BP bonus for escaping, and I believe the killer gets a little more BPs for hooking/killing the Obsession.

some, like Save The Best For Last or Play With your Food encourage the Killer to ignore the Obsession till last, while others, such as Rancor or Nemesis encourage them to go after the Obsession specifically.
but without Perks, the Obsession is not any different from the other Survivors for the Killer.
Its just an indicator that the Survivors are playing certain Obsession based Perks.
