Is Monitor & Abuse OP, Balanced, or Trash?
Yeah I think it's Balanced. The affect gives killers some good stealth to find survivors quite sure Monitor and Whispers is a good combo. And the spread FOV is good. But it's not for all killers and the affect is gone outside of chase. But, what do you think?

At the end of the day it's another killer perk, it is powerful but I'm putting it as balanced because knowing the devs if to many survivor mains complain about it, it'll get nerfed.
