Fix for key
Allow key to be used while on ground so player can't just leave you on the ground just to prevent escaping, or perhaps make it a penalty on killer for bleed outs.

Bleed Outs cause a loss of points for the Killer, so it's already penalized.
Furthermore, the "fix" you want is a buff?
Nah.
A bleed out still gives points for the killer and a large amount at that, it should be taken as not performing the entities wishes by just standing there and watching a survivor bleed out because you don't want one to escape. By fixing this it would dissuade someone from just standing there for 2 minutes and refusing to play just to get one kill.
