Second Wind

With the PTB change, second will be better, but still underwhelming/niche due to it's trigger.

Inner Strength was design spot on, rewarding player that went out of their way to cleanse totems. That also limits the number of heals with a survivor can get as totems are a resource shared with all teammates. This self limitation prevents Inner Strength from ever being overused as survivors compete for the same resources, while allowing a single survivor to get up to 5 heals in a match should the stars align.

Second Wind on the other hand have a simple activation requirement along with a limited trigger, being unhooked. That makes the best case scenario a 2 heals if you managed to get both activations. If you kept the ally heal activation requirement and changed the trigger to "when you unhook an ally", then the perk taps into a group resource with the same self-limiting effects that Inner Strength has. The perk activations per match are below:

More so, if at least 2 survivors bring Second, they are competing for heals on allies while not contributing to each other perk activations due to the broken status/heal received by the perk. Another factor to consider is rewarding bold rescues while injured, providing high risk/ high reward playstyle.
