Punishing for bad connection double standard

After the DC penalty was introduced, there were many people complaining about getting punished for "lost connection to the host" error, as that was not their fault. Devs responded that even in the case when the disconnect is not the player's fault, the player will still be punished and it will stay like this. So the idea of punishing people for having unstable connection is fine with the devs, and I understand the reasoning: other people suffer from your bad connection, so you receive a punishment for ruining the game for others with it.

So what about people with high ping? It has been proven countless times that having an enormous latency is beneficial for the killer as it allows them to land hits from miles away thanks to how dedicated servers validate hits. In this case survivors plainly get outplayed by the killers' bad connection. So why are these people not getting punished for it? All these fast vault hits, pallet vault hits, hits through the pallet and plain hits from 3 meters away are getting so annoying now that I feel like letting go of the hook after getting downed in such a cheesy way. They turn on their cheap VPN, connect via Wi-Fi, and enjoy landing one ridiculous hit after another due to their 3-digit ping.

Therefore people get severely punished for having an unstable connection, but nobody is being stopped from abusing their ungodly high ping. If you can't resolve your issues with server-sided hit validation, at least do something about these new kind of lagswitchers, these annoying VPN- and WiFi-killers who keep abusing it. Killers with high ping ruin the game to the same degree as those who suddenly DC, but they are still allowed to use these legal cheats.
