Hex: Retribution is actually okay
I present to you, Deathsligner's one good perk!
All jokes aside, this perk is very strong if used properly. The most important thing to note when using this perk is that you want as many other hex perks as possible. Why? If a survivor does a dull totem, they only forget about the TR for a bit. If they do a lit one, engage hall_hacks.exe.
Now is as good as Undying? No. Haunted Ground? No. So why bring it then? The answer is very simple.
Combos
Of all hex perks, this is the only one where if another hex totem is destroyed you benefit from it. You can combo Undying with it to get at least two free x-ray goggles. You can combo with Haunted Ground to make sure to get some use out of it. You can combo it with any other hex perk to get some use out of its destruction. And if you are a real evil person, you can use it with NOED to make sure that even if they disarm your totem, they are still in hot water.
So why does no one use it?
Because of the effect when you disarm dull totem sucks. Yes, Wall Hacks are cool but more often keep a totem up is more important than some free intel. Combine this with the fact that Undying and even thrill of the hunt is just better and it begins to add up. The solution I would do is make it so that whoever did the totem is both Hindered and Oblivious. This would make doing any totem a bit of a risk and even give you some free downs in the right situations. Mind you, Undying and TOTH would still be better, but it would make Retribution's role very clear and distinct.
Comments
I personally like Retribution. It’s a great meme combo with Undying.
Most definitely needs:
1) Make the oblivious affect all survivors
-Will make it more viable and make chases/surprises easier

Possibly:
2) Increase the duration of either the aura reading or the survivor-wide oblivious effect

When a survivor breaks Retribution, are they notified that they've been revealed because of it?
Yep from either getting the oblivious effect or their aura being revealed.
No it's not, it's a hex perk once it's gone it's gone, 10s of aura reading is extremely weak even combined with other hex perks like haunted grounds, and lets not even get started on the fact that it actually lets the survivors know that the killer can see their aura (that was totally needed btw.)
Does too little for the slot invested. Not to mention it reveals itself if the survivor cleanses a dull. It's pretty much a decent hex mostly with Haunted Grounds and only if Haunted is cleansed first.
