I'm guessing it's because the game doesn't know whether to prioritise self-care or dropping the pallet so it just did neither
could've gotten hatch and t-bagged the facecamping prick but nope, pallets just don't work I guess.

first time this has happened, presumably because I never use Self-Care, only had it for protection hits challenge
Update:
Played on Rancid Abattoir again, apparently that same pallet wouldn't drop for my mate, he did not have self care.
