Legendary and Set skins aren't a bad idea.
The idea of legendary and set skins aren't a bad idea but it's just how BHVR does them that makes them come of as greedy.
With set's a lot of the time there is at least one part of the skin that could totally be mixed and matched, like Kate's long hair, or the Oni Minotaur sword. I would suggest letting people purchase and equip pieces of set skins that don't need to be attached to another but make people purchase and equip multiple parts if a certain part needs another one to properly work. For example: I should be able to buy and equip the head and weapon of Clown's Greek legend outfit separately but if I want his body piece I should need to buy the head as well and would have to equip it with the head. (This would also apply to legendary skins)
With Legendary skins they just don't seem worth it. They're supposed to be a way to add new characters to the game without having to spend time working on new powers, perks, and such, but they cost the price of 3 unique characters with actual perks, lore, etc and they just don't have anything unique to them that justifies that price. I would suggest making them cheaper or preferably make every non licensed legendary skins be available for cells and shards, so players could still purchase them with money but they also have the option to work for it. I wouldn't suggest making them super detailed with unique animations, sounds, and other things, as that would increase the time to make them, however I still feel they can do simple things like slightly changing the breathing sounds or lobby animations to make it feel more like a different character and not just a skin.
TL;DR
You should be able to buy and equip separate parts in sets that don't logically need to be with other pieces, like killer weapons.
Legendary skins aren't overall worth the price they are made and should cost less or keep the high prices but make non licensed skins always available for shards.

Sounds reasonable, as cool as they look, they're currently just glorified purple skins.
Legendary skins would be worth the price IF they changed the killers special ability or mori or something, but they do not so i don't feel they're worth it.
Set skins make sense for some reasons like an outfit having higher or lower pants/shirts than normal and it makes it look great, or connected head gear to the outfit. Set skins allow for better outfits overall but less ability to customize them but i do agree some pieces shouldn't be linked to the set like weapons, some hairstyles, maybe pants if it's a outfit where only the top and head piece need to be linked.
Legendary Skins should have unique sounds and in case of Trapper/Krampus traps should look different
