Killer population got gutted by the Bloodlust test. Turns out bloodlust was critical in preventing the game from being an annoying chore because a survivor thinks it will be fun to loop for another 3 minutes while its 2v1 and there are still 4 gens left.
I am getting a lot of rank 1 killer games where all my opponents are rank 10s on PC now, and as a survivor the same, lots of rank 10s in high end lobbies. One game I even got a rando 15 in my lobby.
If we want to fix Q times, we don't need killer buffs per-say, we need killer QOL. Stuff that makes the game less heinously unfun to play without really affecting outcomes that much, much like how Bloodlust putting a 'loop timer' on that most survivors will never it anyway solves a major problem with the end game being yackety sax nonsense.
Stuff like a better concession system to prevent exit teabagging, grab bug fixes, chase proc fixes, ect would do a lot and make gameplay more smooth and less infuriating, and thus reduce the killer hemorage we are experiencing.
