Bloodlust is just turned off entirely, no Killer can get it.
Maybe it's an toggle command and it might turn shape's blood lust on.

That's not how it works. Evil Within tier 1 is designed to never gain bloodlust.
it's almost impossible to bloodlust in tier 1 with shape because survivors can just outrun you. The radius to lose chase is also much less as well.
