AFAIK most perks don't interact with him. Not sure in this specific situation but it would make sense. He makes global directional noise and he has enough weaknesses as is.
EDIT: Just realised I said "global". That's wrong. It's within a certain range, IIRC.
Victor cant see scratch marks so Spine Chill and Premonition shouldn't work against him.
They should have spine chill active for both at all times. Be hilarious when survivor thinks their spine chill is activated for the one not moving and not notice the one sneaking up behind them.
