When Victor is on someone, does that count as idle for the perfume addon?

piI'm wondering this because i'm thinking of the addons to run with the killer, one makes survivors oblivious to Charlotte while in Victor's screeching radius while he's idle. Does idle mean just when he's standing still, or does when he's pounced onto someone and you change back into Charlotte count?

    What a great add-on it would be. If idle Viktor emmit terror but make Charlotte undetectable. You could hide Viktor somewhere and go to stealth. Even for the price of survivors could see idle Viktor's aura, it could be still quite strong.

    Perfume just needs to be something else imo

    Pendant works with the idle requirement because you get a 3 gen send Victor to a gen the survs either have 2 choices.. Leave Vic up exposing they wish to do gen

    Kick Vic... Risk death

    Honestly ill be honest make it a cd add on instead

    Biscuit is the only cooldown add on

    It reduces it too 2.5 for downs and misses which ain't bad

    It can be 0.75 for all i care but then that means both used result in a 1.5 sec cooldown.
