Surge needs a buff
Surge is a gen regression perk that has way to many conditions and cooldowns for a relatively small reward.
Let's consider the best possible situation, you down a survivor who is somehow within 32 meters of all gens in the map, making them all regress. This means that the one down you got let you get around 56% gen regression total. This looks very nice and makes it seem like it is one the same level as Pop or Ruin. One Problem. This will never happed. On average, you will get maybe one to two gens, meaning that you will average around 8-16% per down. If you could stack this with pop, this would be fine, but you can't as the gens are already regressing meaning you can't kick them. It can stack with ruin, but if you are running ruin the gens will already regress so that point of the perk becomes useless. Not to mention that if someone is working on a gen they can just immediately undo the effect of the perk.
This is not mentioning the two restrictions. First, you must use a basic attack, and secondly their is a cooldown. This ruins the perk for any killer who is not reliant on basic attacks, which means that for those killers there is no reason to ever run surge over perks like ruin or pop. The cooldown is also completely unnecessary, and only serves to stop the killer from taking advantage of multiple downs, unlike pop.
So how do we buff it? First things first, get rid of the basic attack requirement. All that does is limit who can use it. For when you down someone, make it so that any gen exploded by surge stops survivors from working on for 10 seconds and make it regress faster. This makes it so that survivors want to stay around a gen to fix it but can't just immediately touch it and leave the second surge activates. Finally, make it so that you can kick a gen that has been surged. This would let surge combo with both pop and any gen-kicking related perk such as dragon's grip or trail of torment.
Overall, I think surge is a pretty mediocre perk that is overshadowed and it needs a bit more power and to be more easy to combo with.

I used the perk for a while and for me the biggest issue was the cd most of the time the perk did close to nothing corrupted intervention was always better for me
