Simple way to fix griefing
Hook overhaul
Instead of having 3 hooks you're out we switch to a global survivor life meter; every hook removes one life from the meter upon depletion any additional hooks will kill. In addition no timer will be placed upon the hooked survivor. Lastly add a penalty to repair speed per person hooked to give incentive to unhooking survivors.
These changes should remove killers camping the hooks and stop people from doing unsafe hooks and apply a more consistent survivor presence to the game.
Nothing in this game pisses me off more then getting unsafe hooked while the killer is camping. Nothing says a fun game like having both the killer and your own team mates griefing you.

I generally don't care about winning but having your team mates unhook you infront of the killer only to be downed and hooked again bringing your game to an early end is frustrating and no game should be designed to allow purposeful griefing in this capacity. And then having to wait another 5-10 minutes in a que only to be griefed again. This game is misery porn and this needs to be addressed.
This would mean that the killer would only go after the weakest link.
They already do, and this change would also give worse players more opportunities to improve and experiment.
