Why is the Dwightcrow a killer charm only?

I'm a Dwight main, I was excited for the halloween event because of the Dwightcrow charm, I went through the effort to collect one only to realize it was a killer charm only.

It's one of the more exclusive items the game has to offer, and it requires an extreme amount of both luck and effort to collect one, so why make it only available to one half of the game's roles?

Survivors and killers should be able to enjoy their tiny Dwights together

    not sure I got it too is was a pain but I play both side so part of my don't mind but another part of me think it should be for both how hard it is to get.
