Buff General Hexplay.
Here is how I see it could be done:
General changes that would need to happen:
1. All hex totems begins play as dull totems, only their triggering conditions will activate them on a totem away from survivors.
2. Hex Totems will continously keep hexing the survivors as long as their conditions are met.
3. Hexes affects survivors individually and hexes can be cleansed from the survivors by other survivors.
4. Implement equipment and addons to deal with the hexes on the individual survivors.
5. Certain perks might need to be adjusted to account for these changes, and possibly make a new special perk for this specifically.
6. Some survivor perks might need to be adjusted to work.
7. Cleansing a totem doesn't cleanse the hex from survivors who has an active hex on them.
8. Cleansing a totem doesn't remove any tokens a killer has gained from it so far.
9. Certain Hex Totems might need to be changed to be a debuff for survivors instead of being an actual buff for the killer - so it can be cleansed. But furthermore, some hex totems might also need to be reworked slightly.
10. Make the killer be able to have extra totems that can be placed - still the same usual amount max totems in play.
11. Potentially make it possible for the killer to interact with certain active hex totems to sacrifice it to imbue the killer or the killer's weapon with it's power for a fixed duration.
*To give a couple examples how this would affect the game*
Hex: Ruin - Survivors would individually get the hex when working on a generator, as opposed to 2/3/4 getting it when it activates. This means that every survivor that gets this will keep getting this if it's as long as the totem still stands. Where removing it won't remove the individual hexes from the survivors, but would need to be cleansed from the individual survivors in order to remove it.
Hex: Devour Hope - Cleansing the totem would not remove any tokens and effects the killer had acquired so far, it would only stop it from progressing it further.
Hex: No One Escapes Death - Should be changed into being a debuff rather than a buff for the killer so that the survivors can cleanse the effect from themselves, however it's should re-hex the individual survivors again if the hex totem has not been cleansed, the re-hexing should occur with specific intervals based on its tier level.
Overall, I think the above would significantly make hex perks a lot viable.
