Reduce the length of its total stun based off how much time has passed since activating. For example;

For every 15/20/25 seconds after activating, decisive strike loses 1 second of its stun, for a minimal 3 seconds.

This keeps its anti-tunneling use, while also stopping the way it punishes killers who have already left and chased another survivor.
