Most survivors are pretty bad, they can't loop a killer for 30 seconds. The only resource they have is playing on a SWF and gen rush using DS + Unbreakable + BT.

You're kind of ignoring though that chases have gotten shorter and shorter. Pallets are more & more unsafe as time goes on, infinites don't exist anymore, windows get blocked after a while, there's breakable walls now and a lot of loops have been remapped since the new maps started coming out.
I play a lot of killer and chases do not last very long even in red ranks. It's not really the players that's wrong, it's that the game doesn't offer a lot else.
I can loop a killer 10x longer that most of my teammates without dropping every single pallet on the map.
Are there more unsafe pallets? True. Is this excuse to die in 10 s? No. Infinites aren't excuse too because pressing w in a stupid infinite isn't skill.
Vaulting 50 times the same wall isn't skill too.
Breakable walls hurt more the killer than the survivors.
