Thoughts on "Obedience- Carter's Notes"

With the nerf on survivor's stamina, I don't find this add on to be useful at all and a waste of an Add- on and Add-on slot. What are everyone's thoughts and feelings on this add-on for the Doctor? If this add-on can be anything else right now for the Doctor, what would it be for you? For those of you that need a reminder about this Add-on, it's the Add-on that keeps a survivor in the exhaustion state for as long as they are in Tier 3 Madness. I guess you can argue for it to remain, but it's just not good as a Very Rare add-on. At least make the rarity lower if it's kept as is.

Its decent if the survivors have Dead Hard, Lithe, or Balanced Landing.

This. It can also counter those who use the exhaustion meter to activate their sprint burst mid-chase.

Yeah those are good reasons. I just believe it would be nicer if it was of a lower rarity.
