You kinda answered your own question there at the end. 4th anniversary. They were a limited time cosmetic, so it's very doubtful anyone after that event will get a crown now, unless the do it again for the 5th anniversary.

It's a leak, not a confirmation though. I don't beleive a leak until it's proven true.
These are cosmetic leaks, which means these cosmetics were found in the game files.
The game files don't lie. Those cosmetics exist and will be released eventually.
Again, not exactly proof. There are many things in the game files that are unused, cosmetics are some of them. So again, until it's confirmed, it's still just a leak.

As far as I know, there is only one cosmetic in the game files that has never been used - A leg cosmetic for Feng that was meant for a Brazilian Twitch con event back in 2016.
Aside from that, all cosmetics have been released one way or another. The Oktoberfest cosmetics are supposed to release tomorrow, with Cheryl's the week after. It's very possible they plan to release the crown cosmetics as part of the upcoming Halloween event. Or maybe they just decided to create them in preparation for the next anniversary. Either way, they're there and they're likely going to get used as some point.
They wouldn't create them if they didn't intend to release them. Especially as all the other survivors and killers have one.
Proof of existence, definitely. And here we at least got no reason to question about the release. Why should they do that if they don't plan to release them?
Just as counter example, but definitely a different thing: The game files also state that there is a swamp map called Dead Lake. And I think this is pretty old. Still not released. So the pure existence does not proof that it will be released.
