If you are saying that Console feels like it is mostly SWF, then you would be correct. It is mostly SWF. It's pretty easy to party up on Console, so not many people play Solo and it doesn't help that Solo is miserable.
It does make Killer miserable sometimes, but overall from my own experience, you get used to it.
