Tinkerer (On The Clown)

Does Tinkerer affect The Clowns charge time on bottles, much like the Huntress's hatchets?
I feel like it would affect this.

Does it affect the reload time of the bottles? (Based on that its a bar that fills, similar to Hill Billy Chainsaw)
I do assume, probably not this one though.

No, I don't think Tinkerer affects him at all.

A devs adressed it.
HE said that tinkerer do affect the reload time of the Clown, but it shouldn't.
It's gonna get fixed soon since it's a bug.
