Does Knock Out affect all survivors or only the downed survivor?

by the wording I'd assume that only the slugged player is blinded for 15 seconds, but it still has the same effect as before on other players.
The other three will still only see the aura within the mentioned ranges unless they have Bond/Empathy/Key with aura reading.
The downed survivor is blinded, and all sounds are muffled by like 75%.
All other survivors cannot see the aura of the downed survivor.
